MIAMI HERALD BLOCKBUSTER EXPOSE OF LOWELL PRISON: Bartered sex, corruption and cover-ups behind bars in nation’s largest women’s prison Lowell Correctional Ocala Florida.  Casey Hodge stepped from the prison van, trembling under the weight of her thick handcuffs and leg shackles. The slight 25-year-old was led with a group of other women into a small room and ordered to strip naked. Ginger Ullman, who worked as an administrative orderly, assisting staff, said she reluctantly provided oral sex to an officer who caught her smuggling in contraband from Visitation Park. She said she and three other women had an arrangement in which a family member brought tobacco and other goods into the prison in a McDonald’s bag, dumping it in the Visitation Park trash. Then Ullman would go clean out the trash bin. A ‘BIG PARTY’ “No one ever checked the trash,” she said. She admits she didn’t feel good about having sex with the officer in exchange for his overlooking the transgression, but she showered when it was over. Ginger Ullman, who served three years for leaving the scene of an accident involving injuries, explained: “Let’s say my ‘boyfriend’ is bringing me in cigarettes. And every time I go in the back and have some kind of physical intimacy, even if I hate him, and even if I can’t stand him, and cry every time I go in, nobody wants to tell . . . even if I cry and cry and cut my wrists up because I’m so depressed, then they only hurt me. If I go into confinement, I lose my property. I can’t call home. It’s a lose-lose situation, so no one wants to tell . . . and no one is going to believe you anyway.”


Lowell Prison Inmate Latandra Ellington was no angel, she had priors including bar fights, see info below, but she sure did not deserve to be beaten to death by a guard goon squad at Lowell Prison. Insiders tell me that guards (CO’s) would put bars of soap (or padlocks) in a white knee sock, tie a knot in it, and use to beat female inmates in the stomach and kidney areas, just like a scene out of the movie FULL METAL JACKET, the ‘Blanket Party’. Latandra Ellington’s cause of death appears to be blunt-force trauma to her abdomen consistent with being punched and kicked in the stomach or a ‘blanket party’.

MIAMI HERALD…..Latandra Ellington had weathered some of Lowell Correctional Institution’s harshest and most primitive realities, and was just seven months shy of freedom — and being reunited with her four young children. But on Sept. 21, Ellington wrote a chilling letter to her aunt telling her she feared she wouldn’t make it out alive. One of the officers at the prison — she identified him as “Sgt. Q” — had threatened to beat and kill her, she wrote. “He was gone [sic] beat me to death and mess me like a dog,’’ she wrote. “He was all in my face Sqt. Q then he grab his radio and said he was gone bust me in my head with it…’’Ten days later, on Oct. 1, Ellington, 36, was dead. Corrections officials said Ellington, who had been serving 22 months for grand theft, was in confinement — separated from the general population — at the time of her death because the agency had taken her family’s concerns about the alleged threats “seriously.’’


The Florida Department of Law Enforcement confirmed that it was called to the scene of her death and is investigating. “She was not sentenced to the death sentence and the Department of Corrections certainly owed her far greater protection.’’ Lowell, based in Ocala, was built in 1956, and houses young, elderly and infirm female inmates, from minor drug offenders to the six women currently on Florida’s Death Row. Department of Corrections records show only one male sergeant at the prison whose name begins with a Q: 50-year-old Patrick Quercioli. His Facebook page shows him flexing his tattooed and heavily muscled arms. The 6-foot-2 sergeant has an arrest record, according to FDLE, for misdemeanor fraud in 1986 and possession of steroids in 1994.

MIAMI HERALD: Bill Warner a private investigator who has probed several cases at Lowell, said the female inmates who are raped or sexually abused by male guards rarely report it out of fear that they won’t be able to see their children. About 65 percent of female inmates are mothers, and the prison also houses a population of pregnant inmates, he said. “Everyone I talked to — it’s always the same story. There are beat-downs and they are subjected to indignities like males strip-searching them,’’ PI Bill Warner said.

Lowell Correctional Institute situated just outside Ocala Florida is the depository for all female death row inmates it is also the depository for all pregnant female prisoners in the State of Florida Correctional system, how and by who the female inmates became pregnant is of grave concern as witnessed by the ever growing female inmate population nationwide and the increasing incidence of female prison rapes. A former Lowell female prison inmate, who was serving time for child abuse, said in a sworn statement to investigators that former prison stores manager Larry Bindley had been giving her food, perfume and other gifts for months. She told investigators that after Bindley became her civilian supervisor in the prison canteen, he asked her “what I thought about sexual harassment and if I would submit to that if it was the only means of keeping my job.’

Deficient medical care for the inmates, constant abuse by the CO’s (a lot of them are males), strip search’s in public areas of the prison, rampant drug use smuggled in by CO’s used as barter for sex, all of the dorms are concrete and metal buildings with no air conditioning and frequent plumbing problems with toilets backing up, try that with a 106 heat index day During July in Florida.

Female Prison Inmate Bernadette Gregory Dies in Apparent Suicide at Lowell Correctional “Hell Hole” in Ocala Fl, She Hung Herself in Secure “Tango Dorm” Lockdown. From information obtained from a confidential informant, it appears that Bernadette Gregory was subjected to some abuse by male correctional officers before her “apparent suicide”. Bernadette Gregory appears to have gotten into a confrontation with one of the male correctional officers (CO’s) on or about Tuesday 7/21/2009, the CO first attempted to mace Bernadette Gregory when the mace failed to work the CO hit her in the head with his radio. Bernadette Gregory was then handcuffed and leg shackled and put in a wheel chair to be transported to lockdown, as she was transported across the Lowell Annex yard she was dumped out the wheel chair onto the ground and left to lay in the 90 degree heat. Bernadette Gregory was placed in secure “Tango Dorm” lockdown for her confrontation with the male Lowell CO, while in secure lockdown Bernadette Gregory hung herself. Bernadette Gregory was scheduled for release in 6 months in Jan 2010, she was in prison on a snatch and grab rap with no weapon, why would she hang herself ?
Linda Thompson a former Lowell inmate, described to the Herald seeing a group of corrections officers beating and kicking Gregory in a common area of the prison on the day she died. “They flipped over the wheelchair, and she hit her head. We all saw it happen. The guards tried to block us from seeing what they were doing, but I saw a sergeant beat her in the head with a radio,” — which would have been a separate head-blow from the earlier one alleged in her letter home. About dinnertime, Linda Thompson said, the ambulances arrived. “Right then, we all said they killed that girl. She was in lock-up and half the time they don’t let you have any clothing, blankets and pillows, nothing. How did that woman get a sheet? How did she tie it in knots when she was handcuffed?”
