A Rochester man who was one of the first Americans accused of recruiting for the Islamic State terrorist network pleaded guilty in federal court Thursday. Mufid Elfgeeh, 31, pleaded guilty to two criminal charges — one for recruiting a local man and one for recruiting a man living in Yemen — but also acknowledged that he tried to recruit a second Rochester-area man. The two local men worked as FBI informants; the Yemeni man did not. In a hearing lasting over an hour, Elfgeeh pleaded guilty to attempting to provide “material support or resources” — namely recruits — to a foreign terrorist organization, ISIS. The discussion was translated to Arabic for Elfgeeh. A naturalized citizen from Yemen, Elfgeeh admitted that he worked with two local would-be recruits to travel to Syria and join ISIS as it fought to establish a caliphate in the Middle East. He also shipped money to the Yemeni recruit, who ultimately did not travel to Syria.

Under his plea agreement, ‘ISIS Mook’ Mufid Elfgeeh would receive 270 months, or 22 1/2 years, in prison for his crimes, which he admitted were acts of terrorism. Mufid Elfgeeh is scheduled to be sentenced March 17 by U.S. District Judge Elizabeth Wolford, who can reject the proposed sentence. The owner of a Rochester pizza shop on North Clinton Avenue, Elfgeeh came to the attention of the FBI in late 2013. The two FBI informants met with Elfgeeh about traveling to Syria and buying handguns. Rochester’s Joint Terrorism Task Force, a combination of FBI agents and local police, arrested Elfgeeh on May 31, 2014, in the Hudson Avenue Walmart parking lot as he met the informant to pick up the guns. Elfgeeh allegedly wanted to use the guns to kill returning American troops, but he did not admit to those plans in his plea.
In his plea, Elfgeeh indicated that he once said that “a person who helps or sponsors a fighter to engage in violent jihad obtains the same religious rewards from Allah as the fighter himself.” Mufid Elfgeeh helped one local recruit obtain a birth certificate and get a passport photo in advance of the trip. Working through a contact in Yemen, Elfgeeh planned how the two Rochester-area men could travel to the Middle East and make their way through Turkey to Syria. “Muslim Bastards” ISIS Mooks.
